Look for Improved Weather Reloaded or early versions of Project Next-Gen . These significantly fix the lighting and rain textures of the 1.28 engine. Version 1

Verify the mod description. If it says "1.30+" or higher, it will not work on your 1.28.1 patched game. Version 1

Go to Documents > Euro Truck Simulator 2 > mod . If the mod folder doesn't exist, create one. Version 1

Ensure maps are at the bottom of the list and engine/sound tweaks are at the top.
